Licence for transport activities

Transport licence – official authorisation to engage in the commercial carriage of passengers or goods by road (over 3.5 tonnes), both domestic and international. It is issued by the Lithuanian Transport Safety Administration (LTSA) in accordance with EU and national legislation.


Licence required
for the carriage of passengers by bus and for the carriage of goods by road vehicles with a maximum permissible weight, including trailer or semi-trailer, exceeding 3.5 tonnes. It is also required for the international carriage of goods by means of vehicles with a mass of between 2.5 and 3.5 tonnes
.

Which activities require a licence?

  • For passenger transport by bus – both domestic and international.
  • For heavy goods transport (over 3.5 t), both in Lithuania and the EU (with exceptions).
  • A licence is not required only for certain situations, such as local mail services or special situations.

Basic requirements for the licence

A transport undertaking must meet four essential requirements:


  1. Physical seat in Lithuania
    – have premises for document storage and administration;

  2. Impeccable reputation
    – Neither the company nor the transport manager has been convicted of any offences under EU regulations;

  3. Financial report
    – Minimum equity: € 9 000 for the first vehicle, € 5 000 for each additional vehicle;

  4. Professional competence
    – Qualified transport manager with appropriate certification required.

The role of the transport manager

  • Responsible for day-to-day operations, safety, paperwork;
  • You can be a company manager, employee or service contractor (limited scope);
  • One manager can service up to 30 vehicles.

How to get a transport licence?

1. Preparation of documents

  • Application in LTSA format;
  • Company formation documents;
  • Financial statements, bank guarantees or proof of regulatory capital;
  • Certificate of competence as a transport manager;
  • List of vehicles and their registration documents.


2. Submission of documents
via the eGovernment portal or the eGovernment Gateway;


3. LTSA Decision
– usually within 20 days;


4. Issuance of the licence
– The original remains with the company, copies will go with each transport unit. The licence is normally issued for an indefinite period of time, but can be revoked by the LTSA for infringements.

National or Community licence?


  • National
    – is only allowed to operate in the territory of Lithuania;

  • Community
    – necessary for international activities in EU and EEA countries. The requirements are the same, but offer wider opportunities.

  • Make sure you have a Transport Manager’s certificate beforehand;
  • Check the registered office address – it must be accurate and valid;
